* WHERE...In Minnesota, East Otter Tail, West Otter Tail, and Wilkin
  Counties. In North Dakota, Richland and Sargent Counties.

* WHEN...Until 7 AM CDT this morning.

* IMPACTS...Plan on slippery road conditions. The hazardous
