Additional snow accumulations up to 4 inches for a storm total of 10 to 20, with locally higher amounts near 2 feet. Winds gusting as high as 40 mph. * WHERE...Southern St. Lawrence and Southern Franklin Counties in New York. * WHEN...Until 7 AM EST Friday. * IMPACTS...Hazardous travel conditions can be expected during this evening's commute, as well as the Friday morning commute due to near whiteout conditions at times. * ADDITIONAL DETAILS...The combination of brief gusty winds and very low visibilities may result in periods of near whiteout conditions.
